The Black Britains Mandate Policy Tracker

The policy tracker shows how BEO is advancing its policy demands and holding institutions to account.

The policy tracker has been developed to help Black communities, our supporters and stakeholders committed to systemic change. It provides an accessible way to track the actions we are taking to deliver our policy demands and to improve lived experiences for Black communities. Our policy demands align with BEO’s pillars as set out in the Black Britain’s Mandate (BBM) and provide a visual account of how we working to deliver our wider policy strategy. The policy tracker outlines our demands by pillars, show where progress is being made and measures institutional actions towards change. It improves public understanding of the policy process through briefs and articles and supports a more inclusive participatory democracy and helps address early policy inconsistencies and galvanises stakeholders in a more informed and unified direction.

Community members and stakeholders can also share feedback via the info@blackequityorg.com inbox which will be used to inform future revisions of the BBM and shape engagement at BEO community events.

Our current focus is on three core pillars: economic empowerment and equity, justice, rights and immigration, and education. These areas will be the focus of our campaigning through out the current 5 year parliament term ending in 2029. Our three other pillars and the policy demands – housing, culture, awareness and representation, and health will be pursued on an issue-by-issue basis.

Metropolitan police chief publicly acknowledges institutional racism and pledges to improve trust with Black and ethnic minorities

BEO is a member of the Alliance forPolice Accountability (APA). We have actively particpated in discussions the Policing Minister and the Deputy Mayor for Policing to achieve our policy aim for a more equitable and just police force that has improved trust and confidence with Black and ethnic minority communities.

Economic Empowerment Achieved

Ban on exploitative zero-hour contracts

Through continuous and sustained engagement with the government and peer organisations BEO has worked to ensure workers' rights are upheld. Exploitative zero-hour contracts have a negative impact on Black workers and their families entrenching low pay.

Make it a legal requirement for pension providers to publish ethnicity data

BEO held a Pensions Ethnicity Pay Gap Roundtable in May'25, Responded to the FCA's Consultation Paper: Supporting consumers’ pensions and investment decisions: proposals for targeted support.

Education In Progress

Ensure that at least 10% of the 6,500 teachers hired using private school tax are from Black background

BEO met with the Secretary of State for Education, wrote two letters to the DfE, Worked with partner organisations and published our Open Letter to Bridget Phillipson MP and a call to action for our supporters to write to their MP. We raised the urgency of the issue with two of the Prime Minister's Special Advisers.

Introduce legal duties, incentives or targets for reducing pension gap

BEO submitted our response to this critical Consultation on pension and proposals for targeted support to address the racial disaparites that negatively impact members of the Black community pertaining to pension contributions.

Tackle low pay and job insecurity to alleviate poverty

BEO submitted a comprehensive response to the Dormant Assets consultation. BEO set out our position how Black and minoritised organisations should be funded through this funding arrangement.

Tackling Child Poverty In Progress

Comprehensive child poverty strategy: reforming social security, housing, and universal credit for lasting change

BEO submitted evidence to the Child Poverty Taskforce through our involvement on this critical body. We raised the importance of addressing the systemic barriers and causes of poverty that affect sections of the Black community.

Tackling Child Poverty Achieved

The Government commits to removing the two-child limit in its first Budget

As part of a joint effort and partnership across government, local authorities, civil society, industry, regulators and consumer groups BEO was part of the Government’s ministerial taskforce to support the development of the Governments new Child Poverty Strategy. Leading to the removal of the 2-child benefit cap. Lifting a potential 450.000 children out of poverty.
